Q6600, no boot, no beeps, no screen output

Problem
I have an old system (one that 10 years ago Tom's community helped design!) that has been passed on to a new owner.

System will not POST, no screen output, no beeps from motherboard speaker. Known good system which has run with no issues for the last 2/3 years. PSU has been replaced in last 3 years with Corsair CX unit.

RAM, GPU, HDD and case fans (from MB header) run / light up / power up. CPU fan does not start.

I've tried most of the applicable steps in the sticky for no POST bar starting with a multimeter and I'm looking for some help to move forward.

System
- Q6600 @ stock
- Gigabyte P35 DS3R
- 3x 1GB DDR2 (one previous stick has been removed as dead)

Troubleshooting to date
- replaced power button and disconnected reset button
- hard disk checked in 2nd machine, fully accessible (Data backed up!)
- checked GPU output, screen does not report "no input detected", but shows no output. No onboard graphics to bypass graphics card.
- Installed MB speaker, no beeps
- removed all RAM except one stick, no beeps
- cleared CMOS with jumper, waited 48hrs & replaced battery

Not easily, are you concerned the CPU is not getting power?

HDD, RAM, GPU, case fans are all running - suggests that the PSU is giving the system some power. Not sure if the processor runs from a separate rail?
