That's with a GTX1080, so by my estimate you should have roughly 85% load on the GTX1070 (so slight CPU bottleneck with FX-8350).

Since Tomb Raider tends to be GPU bottlenecked, that suggests most games would be closer to 75% load (some lower), thus more of a severe CPU bottleneck.

So IMO the GTX1070 value is debatable unless you plan to replace the core PC parts now or in the next year or so.

Alternatively, the GTX1060 6GB is worth considering.

$280USD (2-fan EVGA;extra $20 for extra fan to make quieter is worth it):

How about Ryzen 1600x or i5 8400. Both are great and budget friendly. You can see benchmarks here.http://www.pcgamer.com/intel-i5-8400-review-the-best-new-gaming-cpu-in-years/. With ryzen you can replace the cpu later cause ryzen 2 are coming and they are compatible with current AM4 socket.

You can't just replace the CPU though, so you'd be building a completely new PC, or at least most of it as you could salvage some parts or leave the PC intact to donate or sell.

PCPARTPICKER is a great start.

The amount of CPU bottleneck varies a lot by the game too, so my advice is get the GTX1070 and then see how things work out.

For example, even if your CPU was the bottleneck in a game but you got a solid 60FPS it may not be worth it for you to spend a lot of money to replace your system.

You might get anywhere between 60% and 100% utilization depending on the game.

TOMB RAIDER games may not have much if any CPU bottleneck.

So with a GTX980Ti it was getting nearly the same average FPS as faster CPU's.

DOOM runs relatively well on the 8-core AMD CPU's too as the Vulkan code is pretty well threaded for that game.

*May want to hold off for holiday sales. If the cryptomining drops off more that should also flood the market and may affect prices.

The GTX1060 6GB is roughly 72% as powerful as a similar GTX1070 model, so based on the CPU analysis I suspect most games would perform similarly with a few doing a little better on the GTX1070.

My advice since the GTX1070 is only $120 (plus tax) more to do this:

1) buy the GTX1070 (or wait for sales),
2) upgrade the core PC later

Again, just because you don't fully utilize a graphics card doesn't mean you should then turn around and spend a lot of money rebuilding your PC. There's no right answer, it just boils down to if you think the upgrade cost right now is worth it to you.
