Worst-case is about 150W + 250W = 400W

That's for GPU OC and/or spikes in GPU power draw with full CPU utilization at the same time.

So things appear to be just good enough with even a worst-case situation (you've got roughly 450W via 12-volt delivery).

Normal gaming (depending on GPU overclock) should be closer to 300 to 325W, or roughly 70% load of the 12-volt rail.

That does NOT guarantee there will be no issues with power delivery stability, or simply a defective PSU but the specs say it should be okay.
