CPU overheating at startup all of a sudden

Hey, this morning my pc failed to post, my Z97-a had a red "Boot device Led" and I solved that problem by unplugging all my drives, restarting and then plugging them back in.
However, now the pc won't boot into OS because of a cpu fan error. I'm running an H110i on an i5 4690k, but the fans of the heatsink are connected to other fan headers. I tried swapping the fan labeled "cpu fan" but it didn't make a difference.
What is wrong here? The H110i doesn't blow out any hot air but the area around the cpu get quite hot.

I can feel a little bit of heat around the cpu but trust me, it's not 100c. If it has to do with the water cooler, why does it give me a cpu fan error, even though the CPU fan works fine?
 
Does the heatsink fan spin when plugged into the CPU fan header?

Is it liquid cooled or air cooled? Nevermind I just realized the H110i was the water pump I was thinking of the H110 chipset.

Have you reset the BIOS? Usually unplugging the power and the motherboard battery. Then plugging back in the battery and power. In that order. Don't remove or install the battery when plugged into power.

If it is a fan issue
1. Replace the fan. Be sure it is a high static pressure fan. Such as the Arctic F12 PWM or Corsair SP120.
2. Replace the heatsink (you'll get a new fan)

If it is a motherboard issue. Check your BIOS for an option to ignore CPU fan errors. Place the fan on a manual front panel speed controller.

Unfortunately you won't know if it is a fan issue without replacing the fan. You can always try plugging in another 4pin PWM fan if you have one laying around. Then see if the message goes away. Otherwise you'll have to buy one.
