Solution
You're not going to be doing anything complex when you first start out. You can wait after a semester or maybe more depending on the speed of the courses and determine what you need to upgrade. You can also use their pcs to work on and is what most students would use.

To develop games such as GTA5 you will need some extreme equipment such as intel i7 extreme/i9 Nvidia Quadro's 32GB of RAM etc. there will be some hardcore rendering to be done with an open world game like this. But I doubt you will be making anything like this untill you're actually working for a game development company.

For 3D game development you will need a Video Card with a lot of Cuda Cores but they can be pricey. Doesn't your institute have computers onsite for this? Because I doubt they would ask you to spend all this money just so you can be on their course.

^^That. A buddy of mine worked for a now defunct game developer for a few years. They gave him a very expensive desktop replacement high powered laptop which had a docking station for work with two monitors attached. He was also given two monitors and a docking station for home use for remote work.

You don't need extreme i9, companies don't go past mainstream cpus, and no game company even uses quadros. If your pc can play the games, they can make the games. If you can only do low, don't expect to be making something that looks better.
