PC won't boot with GPU connected to PSU, seems to have no issue running when not connected

Hiya! Yesterday I ran into some troubles with my PC. I was playing Final Fantasy 14, and at one point my PC's display went black, while I could still hear audio from the game and my discord voice chat. Seeing this as just some weird off chance, I turned off my PC and restarted. Sadly though, the same scenario happened again when I launched the game after my PC had booted back up. I turned off my PC and turned it back on again, and when I made it to the main menu of the game this time, my computer completely shut off.

When attempting to turn my PC back on again, my case fans (LEDs also shined), cpu fans, and psu fans all would spin for about half a second, only to stop, and with the computer not booting. After messing around with my PC all day trying to see what was wrong, checking connections, trying one stick of ram in each slot, I noticed that my GPU seemed to be the one stopping my PC from booting. When disconnected from the motherboard and PSU, my computer seems to boot fine. Though, when connected to the motherboard and PSU,it goes through the same scenario where fans will spin for just a moment and then be done.

At one point earlier today, I had my GPU connected to my motherboard, but disconnected from my PSU to see what would happen. When I connected my HDMI to my GPU, a display came up that read something like "please connect the graphics card in the PCIe port to the motherboard". I then turned off the PC and booted with my HDMI connected to my motherboard's. It worked fine. GPU was still connected, with it's LEDs on, and even the GPU fans were attempting to spin it seemed. Every few seconds, one of the GPU fans would slowly spin for a second then twitch to a stop, and then the other fan would do the same, alternating off.

I'm confused as to what might be the issue here. Is the GPU simply malfunctioning / dead, or is it possibly a problem with the PSU I have?

Sorry for the rambling! PSU: EVGA Supernova 80+ Gold 750watt G2. GPU: EVGA GeForce GTX 980 Ti 6GB SC GAMING ACX 2.0+ Motherboard: MSI Z97 PC Mate CPU: (It's old I know) Intel i7-4770

This build is about 2 years old now! First problem I've ever had with it really

I would guess this could either be a short with the connection from the psu to the gpu or possibly the gpu overheated at some point causing damage to either the PCIe slot or the card itself. What are your normal temp readings for your gpu?
