Newly assembled gaming PC doesn't start up, lights flicker?

So, a friend and I have been building a gaming PC for a while now, and we finally finished assembling it. When turned on, the fans start up and the blue LEDS activate for a few seconds, but then begin to flicker and weaken periodically, as if they are struggling to stay on. The PC also does not post; the screen remains black. From this point, the PC cannot be turned off unless the cord is removed. I am in a rush to get this computer working before Thanksgiving, which is when I need to have it completed by.

Specs:

GPU: Zotac GTX 1050ti
CPU: i7 7400
RAM: 4GB DDR4(placeholder, will buy more when PC is up and running)
PSU: 450w

Ok so, disconnect all drives and take gpu off. Make sure everything is plugged in properally. So there should be just ram, psu, cpu, and motherboard left. Also it would help to breadboard to rule out any shorting out if there is any. Then start by moving ram to another slot. If that doesn't work, then try another ram stick. If that doesn't work, then test psu with another psu. If that doesn't work, then try bread boarding it if you havn't. Then it comes down to cpu and motherboard. Most of the times when it is motherboard or cpu, chances are its motherboard.
