CPU throttling at 65 degrees

So recently i installed a new CPU cooler and ever since i have been getting consistent fps drops across all games going from 90 fps to like 20 for a few seconds. I've been monitoring temps during games and it seems to throttle at about 60-65 degrees which doesn't seem normal. I've re installed the CPU cooler and re applied thermal paste which didn't help. Really frustrating cause it was working fine before.

CPU: AMD fx8320
Motherboard: ASRock 990FX Extreme3
GPU: GTX970
CPU cooler: Cryorig H7

It's the board that's the issue , has a poor power and thermal design and that is why they have this warning above the CPU list. Board is a very very poor match for a 125w CPU. Tower coolers don't help , because they don't force air down towards the board to help it be cool.

Okay thank you, re-installing the stock cooler seemed to help. Can you recommend any good Motherboards for my CPU or would you just recommend getting a new CPU and Mobo all together
