Problems after building a PC

I have just had my first ever built PC with specs:

VGA: Zotac GTX 1080ti Mini 11GB
CPU: I7-8700k 3.7Ghz
MOTHERBOARD: MSI Gaming Pro Carbon AC
MEMORY: 4x 8Gb Corsair 3200mhz 25600 GDDR4
DRIVE: 1Tb with 120Gb SSD
PSU: EVGA Supernova P2 650W

After a sweat day of building, I have finished it. However, I have experienced the problems prior and post building.

1. The VGA needs 2 8-pin suppliers, however, my EVGA P2 only provides (6+2)+ 6 pin. I then need to use the dual 6 to 8 pin connector in the VGA packaging to connect 2 of my 6 pins to 8 pin that total of 4 6 pins in the end connecting. It turns on anyways but I dont really know if that is sufficient because I can use 1 8+2 pin and 1 connector of 6 to 8 pin. So I just wonder which either is better and safer. As far as I know that, the PCie slot has already put 75w into the VGA then I basically need only 225w and all of my suppliers pour 300w in, does it really matter?

2. CPU never goes to its full power . The 6 cores all the time go around above 90+ degree even though I also attach the Cooler Master Liquid 240 to it, still very hot. That makes it only reach around 1.5ghz-2.5ghz even while doing 3D stuff like Rendering. That is weird thing and I suppose I got problem somewhere.

Could you guys please explain what happend to my build because I am so new here and this is my first ever build so any helpful comments are very appreciated.

However, my VGA needs 2 8 pins and my VGA cable provided in PSU only has (6+2) pin + 6 pi. How can I connect them ? I tried plug the 6+2 into a 8 and 6 into the other 8 but it did not turn on. Thats why I use two VGA cables to connect.

And I also think my 8700k is pretty slow. I checked with Rendering benchmark and it seems slower than the other 8700k with the same specs by nearly 1 minute. It is also very hot even though I did attach the Water cooling into it. All 6 cores are always around 100 degree when it is loading ( rendering). Is that normal?
