GTX 760 SLI Problem !

windows 10 cant run 2nd GTX 760 SLI card
i have done this :
*uninstalled Nvidia's drivers etc in safe mode
*remove cards clean it
*reboot with fresh drivers installation
the problem still there, the Windows10 and all other software is ignoring the 2nd GPU

What do you mean by it's ignoring the 2nd card? Is it being detected in device manager? What does the nvidia software say about enabling SLI?
Do you have an SLI bridge installed?

ASUS Z87-A
16GB 4x4GB Corsair Vengeance 1600mhz

and yes i have been running this for almost 4 heavy gaming years

Test each Graphics card on its own in the top slot, check they are both still working.

i said earlier that i did that, and the 2nd gpu goes offline after windows10 loading screen

now i have manged to boot to windows with the defect GPU alone but i it seems it useless and i got it with yellow mark in device manger and with this "Windows has stopped this device because it has reported problems. (Code 43)"

yeah , but i have successfully booted to the windows with it , but it was useless cant play games or 3d apps + some weird lines and dots here and there on screen

Yeah, but you cant load the right drivers on it, or put it under any meaningful load, plus you are getting artifacts on the screen = card dead.
