Some LEDs on, no fans or anything else.

Just built my first PC, followed some youtube videos step by step. Took all precautions with static and stuff like that. Once built, I go to turn the computer on annnnnd, some things work.
Here’s what I see:
- Power supply is on (I can feel the heat radiating from it, but cannot hear the fan)
- Both of my two RGB Memory cards are making pretty colors
- One tiny light on my graphics card circuit board is on (there’s another led right next to it but it’s not on)
- I can hear a faint sound coming from the PSU like its trying to move a fan or something
- Everything else does not do a thing! No colors on RGB fans or my graphics card.

I have done everything on this article: http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems except for testing the PSU or putting a different PSU in.

Specs:
- Intel I7 7700
- Gigabyte GA-Z270XP-SLI
- GeForce GTX 1070
- Seasonic 550w 80+ Gold PSU
- Corsair Vengeance RGB DDR4 16GB
- Corsair H100i Watercooler
- Seagate 2TB Barracuda HDD

Note: I don’t have an SSD put in yet (it hasn’t arrived), but I assumed everything should work without one.

Have you made sure that the 8 pin connector and the ATX connector is secured onto the motherboard and the PSU? I made a mistake like that once where all the LED lights are on but the ATX connector on the PSU wasn't connected so it wouldn't boot. I scared myself that day until I checked to see if the connections were secure
