why Low FPS in every game on my pc?

I change PSU and Hardisk drive, because hang random time, and now FPS goes low in every game?,

This is my PC Spec:
MOBO: MSI 970 Gaming
VGA: RX 560 Gigabyte OC 4gb 128bit
PROC: AMD FX 6300 6Core 3,5ghz
PSU: Crosair 450W
RAM: Hyper X 2x 4gb

its was on my cpu gose hang every time my FPS on dota 2 is 150 avg
now just 60 fps ?

check your cpu cooler if it´s still in place and plane on the CPU. At which speed does the fan spin? Does it spin at all?

Check temperature with amd overdrive. If the thermal margin is negative, you will have to replace the thermal paste between the cooler and the CPU.

This is I try rendering video with after effect, core speed and voltage not in high performance, why just stuck in 1399 MHz?
