When streaming gpu does not use 100%

hi so I have a gtx 1080 ftw hybrid from Evga and an i7 6700k at 4.4 GHz and when I stream my GPU is not at 100% usage. when I game without streaming it does and I do not lag, but when I stream it just goes down to like 60% and causes my game to lag. I'm trying to stream PUBG by the way. my stream settings for obs are an x264 encoder, 4000 bitrate, key frame interval 2, Cpu usage preset fast (have it at this because if not stream stutters, yes I know its CPU intensive and could be bottlenecking my GPU performance), profile high. please help and thanks!

streaming is stressing on CPU instead of GPU as it requires resources from CPU to do transcoding etc.. Once CPU can only contribute ~80% on games, demands for GPU will decrease accordingly. If you have 8700k, you will see less to none dropping in gpu usage due to its extra 2 cores for multi-tasking. Even a Ryzen 1600 may give you better gaming+streaming performance :)
