I can't figure out what's wrong....

Yesterday my cousin gave me his MSI Gtx 960. I was pretty excited because I had a PNG 750ti and everything online says that the 960 is better than the 750ti. So after I acquired the part I slapped it into my pc and downloaded the most recent driver for it. Went to go test it in a League of Legends game and I could not even make 60 FPS, I was getting around 30-40 FPS. I also forgot to mention that this 960 was part of my cousin's pc which has not been turned on since the beginning or so of this year. I was confused as to what was happening and I am still now. Maybe I had my hopes too high for this GPU? With my 750ti I had 70-120 FPS... not sure what I did wrong. Please send help....

I used DDU to delete previous drivers twice. I updated the driver to the most recent one. Swapped the ram sticks onto the 1 & 3 slots because I had them on 2 & 4 but same thing is happening. My power option is on high performance. I'm monitoring the GPU with MSI Afterburner but I'm not sure what I'm looking for...

My specs currently is:

Fx - 6300
MSI 970 Gaming Mobo
MSI Gtx 960
WD Blue HD
Toshiba HD
Corsair RM 550

What kind of clock speeds were you getting in the top right corner for the GPU? It should have been around 1200-1250 with GPU boost going. I really don't know why you arent getting better performance in your games. Sorry I'm at a loss on your issue.
Def sounds like a driver issue but since you used DDU I don't see how. You could try and reinstall the drivers but this time run Nvidia clean install tool in the custom install options as a crap shoot.

In the Nvidia Control Panel you could also try and set Power Management mode to Maximum Performance.

I know how to get to the Nvidia Control Panel but I'm not sure about getting to the Power Management stuff....

Nvm I found it. I set it to Maximum but I'm getting the same results.

in MSI afterburner to check GPU utilization and GPU clocks. if it's hitting at least the stock clocks on that card it could be a positive factor.

Now for the GPU utilization, try upscaling using DSR and see if the GPU can be utilized by 100% while playing a game not just a burn test.

i cant vouch for LoL as i don't play it but my rig is similar to your when i had a Gtx960 albeit it's on an i5-3450. try different games to see if the issue persists.

BTW should I use DDU to delete previous drivers again and then do the Clean Installation?
 
No try Nvidia utility on its own, it can't really hurt and like I said its a hail mary. Unless something is physically wrong with the card I dont see why it isn't giving you better performance.

Before you do all that again try and stress the card again and tell us what the GPU usage and core clock are.

Also you have the power to the card hooked up correctly right?

Oops!! Definitlely did not mean to down vote!! But thank you for trying to help my this whole time. I'm just going to replace it back with my 750Ti and buy a 1050Ti when I get the chance. Again Thank You so much for your time.
