Cpu overheating idle sometimes

Hi, my cpu is running idle 60-70c everytime i start up my pc.. sometimes it runs 35-40c
and i can play games normaly. any ideas why?
i have tried cleaning my pc ive tried new thermal paste.. no i haven't overclocked my cpu and yes my cpu cooler is installed correctly.
cpu: i5-4690k
mbo asus maximus vii ranger
cpucooler h100iGTX watercooling
gtx960me
12gb ram
im very happy if someone can solve my problem!

For example this weekend my pc worked normaly 39c idle but now it runs 60-70c idle
 


Make sure all the pins are snapped down on the motherboard. if your case has a motherboard cutout you should see all four white pins pocking through. Even with a stock cooler you shouldn't be seeing 60c idle temps.
