The Themalright Macho rev. B is a good big air CPU cooler for $50-60.
It can function as a no-fan passive cooler. I use mine with a silent fan that is barely spinning.
I get a good o/c and temps. i5-4690K at 4.5GHz 1.27 volts 75C under max load.
