Is this motherboard better than this one?

ASRock is more of a budget motherboard manufacturer, using a little less quality parts on their boards [like capacitors, board switches, BIOS & cache memory chips, etc.] to save costs. That being said they have a very good reputation. The higher quality components Asus uses would probably be reflected in how long the motherboard lasts, as in 12 years vs 9 for an ASRock board, but that's just a guess on my part.

I would say pick the board with the features you like best.

Is asrock really poor quality?
 

Poor quality is not the right term, as i said they have a very good reputation.

ASRock was originally started by Asus as a budget line of motherboards, offering their customers a less expensive alternative to their regular lineup of motherboards. After a few years they sold off that brand [probably to a Chinese company] and now it's run as a separate company, with no connection to Asus any more.

Have you ever used an asrock motherboard?
 

No, i've always used Asus motherboards in the past, but i'm about to buy parts for a new Ryzen build and i'm probably going to buy a Gigabyte board, just because it has the features i want. I looked at an ASRock board and was tempted by it's great price, but i'm willing to pay a bit extra for the right features.

If your worried about the quality of an ASRock motherboard, just look at the Customer Reviews on the Newegg link you provided, all positive. Some ASRock boards get hundreds of positive reviews.
