Confused between intel and ryzen

I am planning to build a budget pc recently, but I am confused between intel i5 7500 and ryzen 5 1500x. I am from India and at amazon currently i5 is priced at Rs. 16,199($247.294 US) and r5 is priced at Rs. 15,450($235.86 US). After the launch of intel's 8th gen processors, I am not seeing any point of buying the kaby lake version. But I have no other option as I am not sure whether there are any cheap motherboards available for the coffee lake version yet and I can't wait till 2018. I am building this pc for moderate gaming, photo and video editing (mostly photos), web browsing and programming and development. Based on my requirements and my tight budget what processor do you suggest me to buy and why? I would really appreciate if you could suggest a good but cheap motherboard compatible with the processor(preferably under Rs. 6000 or Rs. 7000 that is $92 - $107).

That difference in cache will not make any difference in your situation. Don't worry about it.
VS450 is not a good PSU. It will take other components down. Please, PSU is the last component you want to cheap out at. Read this article:

You want at least a tier 2 PSU and in Corsair, that starts at CX series. VS series is crap.
For a 40k budget, I would go for a Ryzen 3 1200 and an A320 motherboard. This will lose the overclocking ability, but that's how it goes.

New build for you for 40k:

CPU - AMD Ryzen 3 1200 - 8000
Motherboard - Any A320 motherboard - 5000
RAM - 2x4GB DDR4 - 8000

If you don't want to go to go with Intel 8th gen I will recommend you to take ryzen 5 1500x because it has more cores than i5 that will help you in video editing and also do moderate gaming and motherboard of choice will be Asus prime b350 plus

hope this helps. I chose ryzen because it's cheaper than intel's coffee lake, 1600 is good for gaming and multimedia because of the 6 core processor it has, also the gpu instead of getting 1060 6gb oc I chose the 560 4gb oc since it's cheaper but you can still go for a 1060 if that's what you want.

DISCLAIMER** I'm new to this and still learning so this only serves as a suggestion and someone else might have a better build.

Since I am on a tight budget, I can't go above 1500x. I think I will go for the 1500x over intel 7500.

Intel:
Plus - More stable drivers and BIOS,
Faster cores are good for gaming,
Silly every 6 month a new generation that has such minor improvements they make no sense.
Minus - Price for each core is much more.

Ryzen:
Plus - More cores, price per core is less,
They are better for work because of more cores.
Minus - Each core is not as fast,
It's so new there are some driver bugs but they are being fixed rapidly.

I want to go with intel 8th gen, but I can't wait that long for cheap motherboards to hit the market. If you know any cheap motherboard for 8th gen please do let me know. Coming to the motherboard that you suggested, it costs about $133 at amazon. Is there anything cheaper than this in the market right now?

I would get the 8th gen i5 over ryzen anyday if I can find it along with a compatible motherboard at around the same price as the cost of ryzen 5+mobo

What is the budget?
What is the monitor resolution and refresh rate you are going to play at?
What are the games that you typically play?
Where exactly are you located in India? I am asking because you may want to shop at Lamington road, Mumbai, or SP road, Bangalore, or Nehru Place, Delhi and so on.

With a humble budget of around 60000 INR and assuming your monitor is 1080p 60 Hz and by moderate gaming, you mean gaming sometimes, I will propose the following build:
Note: In your case, even a Ryzen 3 1200 is enough for gaming/photo editing/development - 8000 INR
CPU - AMD Ryzen 5 1400 for 12000 or R5 1600 for 17000 INR. Don't bother with 1500x as it sits at a weird price point in India. Its not much better than 1400 to justify the price difference and is much worse than R5 1600 to justify getting a R5 1600 instead
Motherboard - Any B350 base motherboard that allows overclocking - 8000 INR. If you don't want to overclock, then any A320 motherboard for ~5000
RAM - 2x8GB DDR4 Corsair vengeance or Gskill Ripjaws or trident z - 11000 to 16000 (2400 MHz and above). Again, in India, higher bandwidth doesn't necessarily mean higher price. Its weird
PSU - Seasonic M12II520 - 6000 INR
Case - Any corsair or CM - ~4000 INR
Storage - 1TB WD Blue - 3200 INR
SSD - optional, if budget allows - 256 GB for 8000 and 500 GB for 14000
GPU - This is where it gets interesting. Now, AMD cards are not available in India anymore except RX 560 which is at 10000 INR. 1050ti at 12000 makes more sense. 1060 3GB is at 18000 and 6GB at 25000. Both are AMP edition from Zotac. 1050ti is good for 1080p 60 FPS @high in most games, while 1060 is for 1080p 60 FPS @ ultra for most games.

Also, you can save much more money by NOT buying everything from Amazon. Local PC shops have much better prices. Also, keep in mind, Amazon India doesn't return items once bought if they are classified under PC components. So, they have no advantage over local PC shop.

It is more like a 40000 rupees build. 60k is too much for me right now. I am going to play games occasionally so I don't need the highest frame rate possible, anything that is playable will suffice. I am from Kolkata so sorry I won't be able to visit the shop you suggested. Aslo, I am planning to add the graphics card few months down the road when I have enough savings to get a 1050ti. For now, this build is only for working on photoshop and various IDEs for development. The 1500x has much more cache than the 1400, so I was thinking of getting it as it would help me get better results considering my current needs. Coming to the power supply, should I consider the corsair VS450 as it is cheaper and has high rating? I need 8k for my monitor, that leaves me with 32-34k for my cpu cabinet parts. Fortunately I don't need a hard disk as I already have one. I just need the processor,motherboard,cabinet,ram,smps and dvd writer for 32-34k rupees. After all these, if I still have some money left, I would like to buy a new UPS as my old UPS isn't providing much backup.

And, this is the cheapest rig you can build in the current generation, unfortunately (you can build an Intel coffee lake that doesn't need a graphics card, but the motherboard will be like 15000 if you are lucky, so you end up paying senseless money to motherboard, when you can get a much better performance from a graphics card). (notice now there is not even a room for an argument for R5 :)). Take a look around the md computers website for exact pricing. Do not order directly from their site. Talk to them on phone and try to get the cheapest possible price out of them. Good luck. :)
