New build, no beep, no post, Case fan and CPU fan spin, but GPU fan no spin,

Hey guys,

I am having troubles with my new build. This is the first time I build a PC from scratch.

Right now I only have the mobo, CPU (and the fan), ram, GPU and PSU connected and I am doing this outside of the case to test the components. But the result is very disappointing. I can't seem to get a POST, also, no beep, no display. The CPU fan and case fan is spinning, but not the GPU fan. My CPU doesn't have integrated display card, so I had to use a GPU. But since I don't play any games, I decide to use a very outdated GPU from my friend.

Trouble shooting I have done so far:
1.\ PSU is connected properly
2.\ CPU is connected properly
3.\ RAM is connected properly
4.\ GPU should be connect properly, GPU is not connected to the PSU since I couldn't find a socket to connect. (GPU is not new, it is pretty old. I don't play any video games, so I just want a cheap GPU as long as I can get a video output).
5.\ Monitor is good. I tried two monitors and none of them works. But they do work with my laptops, so I am sure the monitor is not the issue here

Components:
Mobo: ASRock AB350 Gaming-ITX/ac (LINK)
CPU: Ryzen 5 1600 (LINK)
RAM: Crucial 8GB (1 x 8 GB) DDR4 SDRAM Memory Module (LINK)
PSU: CX Series CX450M Semi-Modular Power Supply, 450W (LINK)
GPU: PowerColor ATI Radeon HD 5770 (I couldn't find a link for this GPU since it is very old. I bought it from my friend for $30. I know it worked on his PC, but not mine.)

Any idea is much appreciated.
