Desktop PC powers on, won't display on monitor, then turns its self off, and cycles on and off.

So this problem started after getting my ASUS M51 BC shipped in the mail to me. I can power on the computer and GPU light comes on and CPU fans spins. It does not send a signal to the monitor (which works with laptop and PS4 through same HDMI cable) it also does this through DVI so I am safe in saying the monitor is good. After maybe 2 minutes the power will turn off for maybe 15 seconds and then turn back on by itself. SOme research led me to trying these techniques.

I purchased a new power supply (EVGA 600)
I have reset the CMOS, both by removing the battery for several minutes and moving the jumper.
I have re-seated the RAM and the GPU.
Some motherboard screws were loose, I tightened them down.
I have used canned air to spray everything in the case as best that I can.
I have gone over all the connection I can find and re-seated them as well.
Unplugged power and held power button for 1 minute.

So far nothing has worked even to the point of giving me any signal to the monitor. Any suggestions?

AMD 4 GHz FX-8370 (installed Nov 2016)
RX 480 GDDR5 8GB (installed Nov 2016)
Crucial 8GBx2 Memory (installed Nov 2016)
EVGA 600 B1 (Installed Nov 2017)
Motherboard is an ASUS M5A97 EVO2
Monitor is an ASUS VG248QE (Bought Nov 2015)

Try connecting an internal speaker, start the board without RAMs and see if any beeps.

As well as alexoiu suggestion:

Have you made sure the 8 pin CPU connector is connected at the top?

What was the original power supply in it before you replaced it?

I replaced the power supply thinking that was the problem. Turns out I upgraded for no real reason I guess.

I have probably triple checked all of the connectors, especially those coming from the PSU.

I've looked, but I don't believe my mobo had an internal mic slot? I could be wrong.

So nothing appears loose or physically damaged but something had to happen in shipment. It worked great just a few weeks ago.

So my mobo came with my Asus M51BC and has a different design then that evo. I've been unable to find the manual online for the mobo I have.

I take it if this internal speaker made a noise it would signify the mobo is good though? What would be the next possible step to troubleshoot?

What was the old power supply though?? Basically trying to figure out what the chances are that the old power supply damaged anything.

It was the original 500w Asus power supply. Not sure of the model at the moment
