Which will have higher frames per second

I am bit confused about this . Which one is will give better fps on 1080p . My friend have a system with
Processor Fx 8350
Ram 16gb ddr3 hypex fury 1866mhz
Corsair 650w psu
Asus 970 pro gaming motherboard
And now he is planning to buy a new card gtx 1070 for the above mentioned system.
On the other hand his brother have another system with
Processor i7 7700 (non k)
Ram 16gb ddr4 hyperx fury 2400mhz
Corsair 650w psu
Asus strix B250F gaming motherboard and he is also planning to buy a new card gtx 1060 6gb for the intel system. Now the question is that whis system will give more fps on 1080p . And i know that 8350 will bottleneck neck 1070 but the thing is that even if after bottleneck will the 1070 perform better than 1060 6gb with i7 7700 . Can anyone tell exactly what fps will both produce on same game with different cards and processor
 
Solution
In most situations the 1060 + i7 7700 will be better.

You will see very little difference between a 1060 vs 1070 at 1080p@60fps because the 1060 is adequate for the job.
So in GPU only intensive games you should see little to no bennefit.
In CPU intensive games however the 8350 will choke and cause the 1070 to play bellow the ability of a 1060.

If you were comparing a 1060 and a 1050ti this would change things and in most situations the 8350 + 1060 would be better than i7 + 1050ti.

EDITED:
In the case of the games you listed, those are CPU intensive games so the i7 + 1060 would be better.

Probably the intel system, FX processors are kind of slow, but that also depends on what kind of game it is, if It's CPU based then defiantly the intel system, if it's GPU based game then probably the setup with the GTX 1070, but over all the intel system is probably the better gaming setup
