E7500 reaching only 2.2Ghz at full Load

Hi! I have a core 2 duo e7500 in my PC. My Problem is that it is only reaching upto 2.2Ghz even at full loads. It should reach 3Ghz(2.93Ghz to be precise) at full load. Due to this problem even my GT 710 is being bottlenecked :| . I had a X5450 lying around but I can't use it since my cooler isn't good enough. Any solutions to make it go 3Ghz? Btw I am using a chinese motherboard which has a G31 chipset.

Your base clock needs to be 266 mhz for 2.93. The E7500 is a 1066 FSB chip not an 800 FSB chip.

Update:
If you really have a G31 you should be able to set base clock to 266 as the G31 platform supports 1333Mhz FSB (base clock of 333). However the motherboard model number you provided makes...

Model - Lord Electronics GM965 Series mobo.
Bios- Can't find any bios for it. The bios it currently has were made on 2014.
 
Did you even go into the BIOS to change settings?

That CPU is also only a 2-core CPU, whereas the other Xeon is 4-core. You can get a cooler for about $30 or so that would suffice so I recommend doing that unless you are completely broke.

UPDATE:
I don't think that XEON is supported by that motherboard. It seems to need LGA771 socket, whereas you have LGA775 ?

"LGA 771 to LGA 775 mod" and yea the xeon did work on my mobo but I am literally a kid and my mum won't buy a cooler so I have to use the e7500. I ofcourse went to the bios to edit the settings and all looked well i will put bios screenshots and edit this so please wait for that. If anything seems wrong to you guys let me know
 


I don't see the other settings of course, so I can only go by what you show, however I can only assume that it's setup so:

BASECLOCK (BCLK) is 200MHz
Multiplier is "x11"

That gives you 2200MHz

You can try setting to "default", changing the BCLCK, and/or seeing if the Multiplier goes higher.

If the E7500 supports 3000MHz then the Multiplier should be "x15"

Again though, it may DEFAULT to the correct values anyway so look for a Factory Reset, Default settings or something similar first, then SAVE that and reboot into the BIOS.

I tried factory resetting the bios. tried to adjust the core multiplier manually but no luck

However the motherboard model number you provided makes it look like tyou have a GM960 based board wich only supports 800Mhz FSB (200Mhz base clock) in which case you will be stuck at 2.2Ghz unless you overclock the base clock (unknown board support).
