Monitor saying power saving mode after installing graphics card

Hi,

I recently got a EVGA 1060 3GB card. I installed it to my prebuilt PC. (note: i have replaced the factory psu). At first everything went normal and all was well. I installed all drivers updated it.

But i restarted my PC and it wont boot any more. It shows the windows loading screen and after a while the windows 10 logo disappears and the loading icon remains. During this time the card fan is really loud. And then the monitor says power saving mode.

After several attempts to boot i had to reinstall windows through the recovery option and it booted. but after restarting the same thing happened. And now i'm even unable to reinstalled windows through the recovery option, the screen will say power saving mode after a while.

Now I've removed the card and i'm able to boot normally. On a side note i see A2, 9C codes on the bottom corner of the screen.

System:
PSU: Thermaltake TR2 S 600W
GPU: EVGA GTX 1060 3GB
MOBO: MSI H81M-P33
RAM: DDR3 2GB
HDD: 500GB Seagate
CPU: Intel i3-4150 @ 3.50 GHz

Any and all help is appreciated. Really need to find the reason behind this.
