Brand New Built PC Wont Boot! Any help there?

Hey, I bought new pc parts few days ago and when i built them up, the whole pc wont boot! I have checked powersupply and motherboard. I have checked every wire is in the right place. I have tried to use one ram stick at the time, still not working! Idk whats wrong with this, and I noticed that any fans are not spinning even a little bit!

Amd Ryzen 5 1600
MSi Gaming Plus motherboard
Corsair Vengeance Lpx 8Gb (2x4gb) 2400mhz
Chieftec 650w A 80 modular Powersupply
Western digital HDD 1TB
Asus 1060 6 gb OC GPU
BitFenix Nova Midtower Atx case

Can you specify what motherboard you have, simply saying it's an msi gaming one isn't enough. Not even the power supply fan spins up? If it does, does it make any beeps? Did you turn on your power supply at the back?

MSi b350 Gaming Plus mobo and the powersupply fans werent spinning and there isnt any beeps! Yes my Psu was on from the back!

Perhaps you have a friend that can lend you another power supply to test. If the power supply fan doesn't spin up i'm guessing the power supply is faulty, usually if it's any other component then it will display a message or make beeps.

Question from luqmoney : "Need help for turning my On!!!"

Hey, there is a problem occured with my newly built pc. So let me tell you what i have already done to troubleshoot. Before that here are my specs:

Ryzen 5 1600 cpu
MSi b350 gaming plus motherboard
Corsair vengeance lpx 2x4gb kit 8gb rams
Corsair VS650w psu
Western digital 1tb hdd
Geforce gtx asus 1060 6gb gpu

So first things first, my every part is new and nobody havent used them before me. I have made sure that i have connected every single cabel into its place correctly but my pc didnt boot still. So i tried to find out is my psu fully fuctional, it appears it was. Then i let my friend to test my ram sticks to his own pc, again, the sticks were fine. After that i sent the motherboard back to shop to test is the mobo broken or something, they said its fully functional, there is nothing wrong with it. That point i have to admit i was little depressed, but i didnt give up. After days i was suspecting are the front panel power connectors broken, i checked but they were just fine. My case is pretty small so its hard to manage evrything that are inside,so that made read what is least you needvto boot pc, Rams, Cpu and Psu and Mobo are the parts you need to boot up the pc, so i havent used hdd yet. I dont think so that HDD is making my pc not to boot. By the way I havent checked my cpu yet,very very unlikely i got broken cpu and i put the cpu correctly.
So psu is working and gives power to motherboard, i know that cuz my gpu gives white light, but psu fans are not spinning. Nothing is spinning. My pc is like ghost town, dark and cold. I need very serious help and if you have any suggestions just tell me! Sorry for my bad spelling skills in advance and my english ofcourse.
