RX 580 Sapphire nitro 4gb losing performance

I ve buyed an rx 580 with 4 gb and it worked well 2 days , but there suddenly the GPU just losed performance , i returned and they gaved me another one. Same problem , after 2-3 days this one is losing perfoarmance too , from 100 fps on Wolfensein new colossus to 60 fps and in other games have the same + fps drops. I have reinstalled the drivers and put the power to 50% on wattman but its the same

That seems like a driver issue please check your driver is 17.7.2 or <17.11.*
Then you will have that issue, I've had same issue(SUDDEN FPS DROPS ) with driver so i was using 17.4.4 & check if your overclocking utility is compatible with your driver (IF ANY)
Now i use 17.11.1 it's working fine and supports OC utility like before.
