So in a month or a few weeks i am going to be upgrading my PC, only question is how should i upgrade it?

Specs:
Windows 8.1 64 bit
CPU: FX 4300 Quad Core Vishera Processor (4.00 GHz)
GPU: XFX RX 460
Motherboard: MSI 760GM-P23FX (AM3+ socket)
8 GB Ram
1 TB HDD

Personally, since i play some demanding games such as Arma 3, Project Cars, and Fallout 4. I think replacing the motherboard with one that can support an Intel processor as well as replacing the GPU with maybe a GTX 1060?

Those are my thoughts and if anyone wishes to add on to any of that let me know, but if not what should i be looking to upgrade? And also what should i replace it with?

Also I'm around a budget of $300-400

I suggest you ask closer to the date you plan the upgrades as the prices are fluid.

Today:
PCPartPicker part list / Price breakdown by merchant
CPU: Intel - Core i5-8400 2.8GHz 6-Core Processor ($199.89 @ B&H)
Motherboard: Gigabyte - Z370 HD3 (rev. 1.0) ATX LGA1151 Motherboard ($111.49 @ SuperBiiz)
Video Card: MSI - GeForce GTX 1050 Ti 4GB Video Card ($154.89 @ Amazon)
Total: $466.27

or

CPU: AMD - Ryzen 5 1600 3.2GHz 6-Core Processor ($193.44 @ OutletPC)
Motherboard: ASRock - AB350M Micro ATX AM4 Motherboard ($50.98 @ Newegg)
Video Card: MSI - GeForce GTX 1050 Ti 4GB Video Card ($154.89 @ Amazon)
Total: $399.31

The intel is faster, the AMD is cheaper.. Intel alternative is to shave $70 by going with the i3 (4 cores) version, this would put both in budget. But I think the i5-8400 is worth saving up for.

He will need ddr4 ram and possibly a new power supply.

The jump from 460 to 1050ti wont be significant enough to justify the cost. Check out the fps differences here... http://gpu.userbenchmark.com/Compare/Nvidia-GTX-1050-Ti-vs-AMD-RX-460/3649vs3641
Most of those games are pretty cpu demanding and a robust platform is needed first before upgrading to a good GPU. The 460 is still good enough to fetch decent frame rates along with a robust platform...
