On my Ryzen 3 1200's stock cooler, oc'ing to 3.8Ghz with 1.312v gets it to about 80c in a few minutes in IBT, which cooler would be better? Also, the liquid cooler costs about 20$ more in my region.

I'd take the 212 Turbo then, since the MasterLiquid Lite AIO coolers are entry level and don't really cool any better with the added chance of leaking.

Just be aware that you may not see massive temperature improvements over the stock cooler, maybe just enough to keep the CPU under 75C, which is perfectly reasonable for any CPU.
I'm partial to water cooling, but 120mm AIOs generally aren't worth the trouble. 212 Turbo is basically just a 212 Evo (same heatsink) with 1 extra fan which will barely make a difference.

Get a Dark Rock 3 or Noctua U-12/14S. If you're really on a budget look towards Cryorig H7 instead. The stock cooler is usually just fine for minor overclocking, but 3.8 is a pretty far overclock for the Ryzen platform, and past 3.8 you start needing beefier cooling (240mm AIOs and the such).
