CPU Usage is always high; starts glitches while playing games

Well. I can exactly tell you why it starts to glitch, and why I see glitchy lines on my screen,

Hello, I have been experiencing HIGH CPU usage while playing games like ROBLOX, which of-course ROBLOX skyrockets your CPU. I was only wondering, How could I fix this without replacing my CPU? (it's not even possible I dont think), And the thing is, I have accidentally spilled water on my computer several times, it probably affected my CPU. Yesterday, it was working fine. But today, it's starting to exit on me and glitch out and lag. I mean, it's been doing this for a while, not just today. And, I'm playing on a notebook, that doesn't even have a fan. Help!

CPU: Intel(R) Celeron(R) CPU N3050 @ 1.60GHz 1.60GHz
RAM: 2.00 GB (1.86 GB unusable)
x64 bit processor, been running since a year
HP Stream 11 Notebook

Your CPU usage is high because your running a game that uses a lot of its power. And it’s not a very powerful CPU. The “glitches” you mentioned sound like common windows issues and the lag is the fact that you have no dedicated graphics card paired with a Celeron. *Edit* I didn’t see that you mentioned lines across your screen but that sounds like the result of you spilling water on it.
