ASUS Strix 1060 performance issue

I have a ASUS Strix 1060 6GB OC with a updated NVidia drivers and asus gpu tweak software. When i launch CS:GO, i get around 150-200 fps on medium settings. i use a 144hz monitor, so when the fps drops, i come across a bit of lagg. This is unusual, before i was getting a solid 250-300 fps stable on the same setting. I have V-Sync off in Nvidia control panel and power managment to "prefer maximum power". I left it alone and decided to try and fix it the next day. I got back on, made sure my drivers were up to date, i also reinstalled ASUS GPU Tweak. Finally, i decided to "Boost my System" (an option) from ASUS GPU Tweak. Which did the following: 1) Improve "Visual Appearance" 2) Turn Off Windows Services & Processes 3) System Memory Defragment

After "Boosting My System" using ASUS GPU Tweak, i was able to regain most (around 90%) of my frames (250-290 FPS). I'm not sure what is happening when my system is being boosted from ASUS GPU Tweak but it helped, its annoying and bothers me that i have to execute this process every time just so i can play the game. Any idea what program/services/processes is causing the issue and how to fix it so i don't have to use the game booster every time?

CPU : Intel Core i5 7600K @ 4.2Ghz
RAM : Corsair Vengeance LED @ 3000 Mhz
GPU : ASUS Strix GTX 1060 OC
Motherboard : Gigabyte Z270X Ultra Gaming
PSU : EVGA G2 650W (80+ Cerified)
Storage : 128 GB SSD + 1 TB HDD (7200RPM)

(i use seperate software's to control RGB NZXT Fans and Kraken, Logitech mouse, Razer keyboard, Gigabyte motherboard and ASUS GPU)

Update: Apparently CAM-APP, which i used to control my NZXT products lighting was the issue. When i ended the process, my frames would go back to the usual for the most part.
