PC keeps on running for a few seconds after shutting it down + coil whine/buzzing noise from PSU or GPU

Hello everyone, I'm getting so tired of all my hardware and peripheral issues.
I've built my PC in early 2015 and it ran perfectly fine besides my CPU overheating because of an outdated BIOS version. Now over the past few weeks my PC started to have new problems. I don't really know what causes them. The last remarkable thing I did was installing the fall creators update but this was a month ago, back when my PC didn't have that issue. I tried using the power switch on my power supply after I hear the PC shutting down but after powering the PSU the PC starts again.

And if it can't get any worse, my GPU or PSU started to make noise while under load! And even funnier, if I click one of my mouse buttons while the PC is turned off, the RGB of the mouse starts to light up! I'd really appreciate any help. I'm not sure what I should do and I wouldn't really like to reinstall Windows.

Another thing to mention: While doing nothing with my PC, my monitor turns black for a fourth of a second at seemingly random times.

Sounds more like electrical noise, I think similar to coil whine. It's hard for me to differentiate whether the sound is coming from the GPU or PSU but I know that I can hear it when I'm playing games with a high framerate like CS:GO with 300 fps or FortniteBR with 144+. I can't really hear the noise when I cap my fps to a lower value like 60.

I'm sorry for that weird clicking you hear sometimes. I began the recording with CS:GO capped at 60 fps, the sound gets louder once I increase my fps cap to 300.
 

The sound quality of the YouTube video was not good enough or me to hear anything. Even though all your parts are very high quality and should still be running well after 3 years, I would think a noise like your describing would more likely be from the the power supply.

Since your CPU has integrated graphics, try removing your video card an plug you monitor into the motherboard. Then you can tell if the noise is still there, it's your PSU.
