What heppen with my cpu clock speed

I wouldn't be worried about CPU clocks unless it's hurting your FPS. I think that there is no problem, the games you are playing are not CPU intensive and that's why the CPU is not running at its full speed. If you are worried about it, download a program that will show you your FPS (e.g. RivaTuner).

I'd check your temps and power profile (make sure it is high performance or balanced, you could also check the max cpu that the maximum processor state is set to 100% ). That processor should be clocking up regardless of the low usage in those situations it should technically be hitting up to 4.1ghz.

I'm trying blanced also, but its same, and bios is default, if I using OC genie, and the max speed is 4.0ghz.

but is just same, that is just stuck 1 399 ghz.
