So off of not being able to have 4K and increasing the budget a little I built this from PC Part Picker:

https://pcpartpicker.com/list/wWgN3F

My biggest goal is, If I go with a PC over and Xbox one X, I want to be able to have the same gaming experience as on a the Xbox One X.

I would also like to be willing to upgrade parts down the road, so If i could get a lesser part now then upgrade later I would be okay with that. VR gaming is the biggest worry because I wont be getting VR for at least 3 months.

Approximate Purchase Date: December 4-8th

Budget Range: $1000.00 after rebates

System Usage from Most to Least Important: VR gaming, Gaming such as Witcher 3 and Mass Effect at max compacity, watching movies/TV, schooling for medical coding and cyber security

Are you buying a monitor: no using our 4K TV as monitor

Parts to Upgrade: this would be a new build

Do you need to buy OS: Yes
Please note that if you're using an OEM license of Windows, you will need a new one when buying a new motherboard.

Preferred Website(s) for Parts: newegg.com, amazon.com and open to any suggestions

Location: Denver CO 80203

Parts Preferences: Asus

Overclocking: if needed

SLI or Crossfire: Crossfire but further down the road for an upgrade

Your Monitor Resolution: 4K TV

Additional Comments:

And Most Importantly, Why Are You Upgrading: we are looking to build because we are interested in VR gaming and playing gamers such as Witcher 3.

4K is going to be tough to achieve - especially if you want to max things out.

For a "reasonable" (medium-ish settings) 4K experience, you're looking at a GTX1080 or 1070TI, which are $450-$500 alone.
Ideally for 4K, you'd look to a 1080TI, but that's a $725 option.

For the budget, I would suggest you'd be playing at a non-native resolution.

1000 is too little to fit in I5-8400...

My suggestion:
