i7 8700k Temperature Issues

I just built a new computer with the following hardware:
i7 8700k @ 4.7GHz
ASUS ROG Strix Z370-E Gaming
Gamer Storm Captain 240EX white AIO
ASUS Dual GTX 1070

When I first started the computer and ran an AIDA64 stress test and was getting temperatures peaking at 100C and the CPU would thermal throttle. I tried reapplying thermal paste and made sure my AIO pump was working correctly. After making sure that the only issue was the CPU, I was forced to reduce the clock speed from 4.7 GHz to 4.2 GHz in order to have AIDA64 stress Max temps exceed 80C. Have other people run into problems like this? Is my AIO not working as well as it should?

Edit:
I am aware of the issues with Intel and the TIM between the IHS and the Die, however I am only going to delid as a last resort.

Yes, they should offer advice to confirm its working & installed correctly.

[i have low opinions of AIO water coolers, it became a fad like RGB xmas lighting. Theres WAY more chance of failure and not much more cooling performance, if any (given the model) vs a Noctua]

I sold my old computer that had a Hyper 212 evo in it, and the i7 8700k does not have a stock cooler. Should I contact Gamer Storm about this?
