I5 4690K Clock Frequency Decreased

Hi folks. let me start with my specs :

- Intel i5 4690k + coolermaster Hyper 212plus cooler + 2 way xigmatek fans
- Gigabyte GA-Z97X-UD5H-BK
- Asus STRIX-GTX970-DC2OC-4GD5
- Corsair vengeance ddr3 8gb 1600 mhz
- Gigabyte G750H PSU

The rig was set up back in 2014. Since then I played tons of games without any problems and didn`t require to overclock my cpu. Nowadays with the latest games I understood that my cpu is bottlenecking the gpu and I had fps issues.

Then I decided to overclock my pc and decided to do it from desktop applications as I am not deeply skilled to overclock it from bios. I used Asus GPU Tweak II software`s automatic settings to overclock my gpu and liked it.

It was time to overclock cpu and I decided to go with Intel Extreme tuning utility software. I increased my core ratio and cache ratios up to 39x and didn`t do anything else as the settings are titled basic tuning. Then I did many benchmarks and didn`t encounter anything wrong.
I also instaled core temp software to check the datas ( frequencies, usage, temps etc ) and installed its gadget on my desktop. On the core temp, my frequency was hitting 3900 Mhz and it was what I needed for a safe overclock.

Then I started having my routine game sessions. from time to time I checked core temp and checked the datas. The temperature for the cpu never went above 70 celcius degree. It was always around 60-68 celcius degrees.

I used this setting for the last 1 week and today all of a sudden during the gameplay I had a problem. My pc resetted itself, without giving and error or blue screen, bios came up and informed me that bios settings have been resetted. I clicked on default bios settings and boot up the pc.

However on core temp I am reading something annoying and that`s why I am asking for help. My cpu`s clock frequency decrased than the before. For example before 100x8 was 800 Mhz and now it is 798 Mhz. 1197 Mhz for 100x12 and so on. Max frequency is 3891 Mhz for 100x39. I tried changing the power options from balanced to max performance and it didn`t change. I tried reverting back the overclock and it didn`t work.

So, do you think that my CPU had an irrecoverable damage ? Why I can not hit 3900 MHZ ? Will it ever fix itself or what ? Could you kindly please help me ?

The abrupt reboot you saw was due to the PSU being incapable of powering your entire system. That being said, the PSU you've listed is more of an expensive paper weight. Another thing to note, all you did was software based overclocking and you did no form of voltage manipulation. You're actually advised to do overclocking via BIOS and keep notes of your voltages and clock speeds.

You could try and remove the CMOS battery and replace it after 15 minutes and see if anything changes for you. You should also make sure you're on the latest BIOS revision.

Dear Lutfij, thanks for your time to read my problem. I am so sorry that I didn`t understand your sentence ` the PSU you've listed is more of an expensive paper weight `. Sorry I am not native speaker. Does it mean that my PSU is not so good to supply the 2 overclocked components at the same time ?

I am using the latest version of bios and all drivers are up to date as well. I have restarted the system and the clock frequency is still the same, lower than the previous values.
