Window's won't load cause drive is locked and can't get anything else to work !!!

i have a dell inspiron 15 laptop came with windows 8.1 later upgraded to 10 and has ran fine for the past 3 years but something happened not sure what but the pc comes on but won't load windows i've borrowed a friends windows 8 cd to see if i could get it to boot up with that, it said the drive where windows is installed is locked, so decided to look for answers from Dell they pointed to an app called "dell direct key creator" well followed directions for that but some reason i can't get all files needed to download i've also tried to reinstall windows 8 but when asked where to install it says i can't install on that drive and can't delete drives either i've also tried Auto Repair, System image Recovery, System restore all with no luck so not sure what to do i really don't have the money to have it repaired so was thinkin maybe someone on here might be able to help

so locked drive is normally the result of the Boot files being corrupted.

So you tried a custom install and couldn't delete partitions? that is odd

Try bootring from installer, on 2nd screen after languages, choose repair this PC, not install
navigate to command prompt in the troubleshooting menus
type diskpart and press enter
type list disk and press enter
this shows all drives available, DVD/USB and hdd, make note of hdd number
type Select disk X - where X is the number of the hdd you want to wipe, change X to that number and press enter
once the drive you want to install on is chosen, type Clean

then start installer again and see if it works. It should since nothing on drive to stop it.
