Upgraded CPU, getting less frames

I just upgraded my Intel i5 6500 to an AMD 1700 overclocked to 4.1GHz. I also got an ASRock X370 motherboard to support the AMD CPU. When I first installed everything, my desktop was running slowly and I was getting about 30-40 FPS in Destiny 2 when I was getting about 70-100 before (I have a GTX 1080). With the Intel CPU, I would be running my CPU at about max capacity to play Destiny (maybe 90%). Now, the CPU is running at about 10% and my GPU only 40%, yet I still get low frames. I have since reinstalled windows and installed the latest drivers, but I still get 30-40 FPS in Destiny 2. Reinstalling windows seemed to fix my desktop running slowly, but not my framerate issue. Does anyone have any idea why this is happening and how I could fix it?
 
Solution
I had to update my BIOS. The BIOS that came on my motherboard was 6 months old. It is a ASRock Fatal1ty X370 Gaming X motherboard for reference. Now it all works beautifully :)
