I guess I should start by listing system specs:
Intel i5-3470
2x4GB DDR3
Intel DQ67SW
GTX 780
Things I've tried so far:
Each of these scenarios yielded the same outcome: fans spin, LEDs light up, USB doesn't seem to get power (LEDs on peripherals don't light up).
I'm certain that the inbuilt speaker works - the motherboard beeps when the BIOS configuration jumper is removed.
Connected monitors detect that they are connected to something but go into standby as if the computer were off.
Considering the above, I suspect a faulty motherboard. Is this likely to be the case?
Any and all responses would be greatly appreciated.

Boot with only one DIMM/no RAM at all.
Remove the 780 and boot using integrated graphics.
Remove all storage and peripherals.
Remove CPU (!) and power on.
Tried a different PSU (500w also) - I know both of these PSUs to be functional.
Remove motherboard from the case (in case of grounding)
Using various displays and cables
