Newly replaced RAM still doesn't work on this motherboard?

I'm officially confused now.
I built this computer a month ago, discovered that my 2x4GB RAM wasn't working right (only 1 of the sticks worked, the other stick wouldn't work at all/had errors etc) I went ahead and replaced that RAM,, and I'm now stuck in the same exact situation I was in before.

What's different? This new RAM I got with both sticks in won't even let the computer turn on, at all. It's like it's causing a power issue/interference with both sticks in and I have no idea why. I've already tried each slot with 1 stick of RAM and it all booted just fine into Windows 10, but having both sticks is a no. Then I updated the BIOS and all of a sudden it's now not even letting the 2nd stick boot at all, with it in or without. It just doesn't work, and I have no idea why. It just makes long beep noises and then it restarts it-self and does the same thing all over again.

I have no idea what I did, what happened, or what, but now my 2nd stick of RAM doesn't work anymore (even though it'd work just fine before I updated the BIOS, but having both sticks in it wouldn't). It's not bad RAM slots either, they all work perfectly fine (to my knowledge) and before with the RAM that had errors I could use 2 sticks and it would boot, just the computer would crash later. Now, with this new RAM, the computer won't even boot. It's driving me insane at this point because I've had to deal with only 4GB's of RAM for weeks now, and it's not fun.

Any suggestions? Because I've done all I can even think of at this point, only to have the RAM not work in every situation (and yes I've taken the entire computer apart and put it back together 1 by 1 to see if that was the issue and nope, didn't solve it either) I've also reset the BIOS and done a whole bunch of other stuff with it, only for a no go (even turned on the XMP profile and still, nope) so I really don't know if it's the motherboard, the RAM, or what. I'm very confused.

Could be, I just find it odd how it'd boot before with defective RAM but now it only boots with 1 RAM stick and not the other at all.

Yes I know, I think you should also know that whatever the CPU supports will be the lowest clock speed (in other words 2133MHz) the XMP profile is what over-clocks the memory to the set limit. Not entirely sure if you 2 know how RAM over-clocks work or not. Although it's pretty odd that in the BIOS it lets me over-clock the RAM to 2400MHz, and in the BIOS after a restart it still states the RAM is at 2400MHz so Idk. All I know is, having both sticks in won't let me boot.
