Video and/or sound stutter after long sessions

Running a Windows 7 64 Ultimate on an Gigabyte-890XA-UD3 with AMD Phenom II x4 955 CPU and 8 GB of RAM. I am using a Samsung SSD with 40 GB of space left of 120. My video card is HD5450. I am using 2 monitors and a TV set plugged through a USB to HDMI adapter. Usually I just use the dual monitor set up unless it's an HD film then I turn on TV - no difference which displays and how many at a time are used - the problem.
This is a new problem. I wasn't sure which section to put it under. At first I thought the problem was with Flash player and updated it. But even when playing a video from local network resources I encounter stuttering of sound. Moreover - not only when I use VLC but even when I use Winamp to play local SOUND files (not video) - I get stuttering and hanging. As for VLC - sometimes it doesn't open files properly - reports error.

The aforementioned problems are usually most prominent when the session has been running for a while or returned from sleep mode recently. The problem goes away after a restart and shows up a few hours (like 5-6 hours sometimes) down the road. Or may not occur for a few days and return sporadically. The temps are all doing fine - way below where I should be worried. Scanned with 8 different engines including Malwarebytes and - nothing. RAM use is normal. CPU shows minimal use and temps as well Did all the recent updates including a new GPU driver update - still the same thing continues to occur. Video and/or sound playback begin to stutter and pause. I wonder what this might be about - is it a hardware or software issue even? If I posted in the wrong section - do tell me.
One more thing - PC will not sleep automatically no matter what (old problem). Sound card will not go to sleep - for as long as there is an auxiliary headphone cord plugged into the blue port of the sound card. But I just put up with this because I use this PC to record music (I am a musician).

Some recent developments. For nearly 5 days there was no stutter when playing sound. Suddenly it came back out of the blue when watching a You Tube lecture. I had to restart twice - only the second time the stutters and clicks when playing sound files disappeared. Could something like this be caused by a dying PSU? A conflict between sound card and GPU of some sort? No one has any ideas to throw, no matter how wild?

Further developments. Blue screens when under load (video playing) started occuring. Hard freezes requiring holding power button to restart. Prompts for Hard Drive check (I have a new Samsung SSD which S.M.A.R.T. utility of Speedfan shows as healthy). Eventually the system wouldn't load or took forever to load. I was only able to load the system and watch videos once I switched my SSD drive to another PSU rail. So right now I suspect that it might be the PSU - at any rate one of the rails (one with SATA power plugs) is not producing adequate voltage or amperage to power the SSD - that much seems to be obvious. I also recall that just around when these problems started - I smelled the characteristic burned electronic component smell in my living room and couldn't identify it. This sucks as this PSU is not even 1 year old. I now suspect that this may be due power problems in my building - every time we have a lightning strike - the lights go off for 1-3 seconds. I will be looking for new PSU and a good power bar to protect against voltage spikes and dips. Hopefully I didn't also fry my board. Perhaps it would make sense to move this thread into PSU section?
