I am wanting to build a PC that could be as good as an Xbox One as well as the same price. I have been told that if I am going to do this that I should, "Just get a console." I already own an Xbox One in the fact that I am looking to get into PC and it isn't my fault I don't have the cash to do so. I am wanting to get into keyboard and mouse because it feels smooth and a much better game play experience. If anyone can help I would appreciate it.

No OS and honestly the closest you are going to get without going onto Ebay and buying an used computer.

You are right but when starting off with a pc build, there is a lot more that you need to consider than just buying a console. Since there is nothing to throw in and include, building a $300 computer without knowing your local area and what you might find used, impossible to do with buying everything new.
