The FX series is a bottle-neck. Just like clutchc said, you can do 1080p gaming, but you would be wasting card performance. Anybody who says otherwise must not really know, because I just built a Ryzen system, and even my 960 4GB became a rocket. The 8350 is not a true 8 core anyhow, it is 4 with hyper-threading. From my experience, FX has throttling issues as well. The best I can tell you in regards to performance loss, is to troubleshoot everything. Uninstall, and reinstall drivers. Check Ram to see if bad. Check for overheating, and maybe it is time for a new application of thermal compound?

I had a FX-8350 and a GTX 970 awhile back. That should be a well-balanced combo for 1080p gaming at high settings. I'd say you have something eating resources when you game. Do you have other stuff running in the background when you game? Computer full of bloatware and ad-ware? Have you done a system clean up recently? Give CCleaner a run and do the Clean and Registry portions both.
