CPU runs poorly, Not sure why

I have often felt that my CPU doesn't perform as well as it should, many games stutter and hitch while friends of mine who have similar if not identical PC's don't have any issues. I have checked the temperature and it doesn't seem to over heat. Honestly I don't even know if there is a problem at all.

I know there have been many forums about this but I don't know who or what website to trust.
If you can help me in anyway I would really appreciate it.

Can only manage to see CPU is i5-4670k and 8GB of RAM.

The way the info is displayed also leads me to suspect this is a pre-built PC by MSI. If so, then bloatware comes to mind as a possibility. Gamers Nexus had an article about bloatware with MSI laptops a while back, so it could apply to their PCs.

If not, then double check thermals on a full load. Use something like MSI Afterburner and monitor things like: CPU frequency, usage; GPU frequency, usage, temperature; RAM usage; frametimes and fps; perhaps even page file usage as well. See what happens with other components when fps drops (and when frametimes increase) to get an idea of what is going on. It isn't a solution but an aid in finding out what is wrong.
