Power cycle on start up only after memory installed

Building a new system with:
GA-H110M-S2H motherboard
Intel i3-7100 CPU
Corsair 8GB DDR4 2133 (1 piece)
RAIDMAX 300W PSU

After connecting everything, the power will go on for a few seconds and then cycle. So I consulted the how-to video and made sure I had followed everything. I had, and so then I disconnected everything and tested step by step. Here's the sequence of what happens:

With only the fans connected to the MB, fans will run forever.

Connect CPU but not ATX power, fans will run forever.

With ATX power connected, system will issue 5 long beeps and then power cycle after about 15 seconds.. Various threads have suggested that this is an indication that the RAM isn't seated correctly (which of course it isn't, as I'm progressing step by step).

Next, with RAM installed, no beeps, and system power cycles every few seconds.

So it's most likely that the RAM is DOA, right? I don't have another system to test it in, but before I go buy another stick tomorrow, I want to make sure I'm not missing anything. Really, the RAM discovery was somewhat fortuitous, since when I disconnected everything to connect and test step-by-step, I disconnected the speaker and then when it failed without the ram, I was assuming the issue was power supply/motherboard/CPU. Then I thought to plug in the speaker just to see if it would help.

And yet, I'm not convinced since if the RAM itself were bad, wouldn't I still get beeps?
 
Solution
So the answer turned out to be an issue with the power supply. Which is actually a 350W PSU (not 300W as I originally listed). That should easily be enough to drive the board, cpu, and one 8GB dimm (eventually adding a single disk), so I assume it must be faulty. I pulled a 450W from an old system, and now everything is up and running.

It turns out that the motherboard shipped with bios F21 -- so support for the more recent chipset -- though that was still a good idea to check.

Thanks for the suggestion -- it seemed reasonable, though maybe a little surprising that they would ship a new board without the latest BIOS.

At any rate, I was able to get a Pentium G4400, which is supported in version F1 of the BIOS, but still the same issue: without memory, 5 long beeps. With memory, recycle on and off.

I only have one piece of RAM, and I have tried re-inserting it several times. I have also tried both slots.
