FPS issues with 1070 GTX and I7 4790K

Low fps on a 1070 GTX, i7 4790k, 16 GB DDR3 RAM. 75hz Monitor, 1TB HDD
I'm talking 40-50 fps on most games. Sometimes it even drops to 30.

I've tried reinstalling drivers. Nvida Experience to optimise it and it recommends Ultra on pretty much every game I play.
(League, Overwatch, PUBG, Rocket League, GTA)
I used the Nvida control panel and set power options to Prefer max performance on my game profiles. That gave me a slight boost but I'm still sitting around 50 fps on all of these games except League which I get 100 in.
Yes, my monitor is plugged into my GPU. This is driving me crazy.

Your temperatures are very high, specially on your CPU , and even though I'm not an expert, It pretty much looks like thermal throttling. I would check again your cooling on your CPU and make sure your case has a good ventilation (enough fans + a place where the case can have a good intake of fresh air).

By the way, did you apply the thermal paste properly on the cpu? Too much can have a negative efect on temperatures.

do you monitor cpu temps?


do you use msi afterburner to monitor usage of both cpu and gpu?

I don't monitor my temps at all.
I'm pretty bad with PC hardware, but I thought it could be temps too so I bought a water cooler and its still sitting around 30-50fps.

I've also tried reapplying thermal paste too.
 
would load up HWINFO run it in sensor mode, run your game until you get your fps drop, get out of the game and look under Cpu and GPU temps (max temps and see if your breaking the 80'c barrier. see below example

As for MSi afterburner click on the cog wheel to get to menu and select second tab
the little grey squares can be moved around to adjust temp curve in rapport with speed of fan curve
