I believe it will work. Just because the Team T-Force Night Hawk RGB 16GB is not on the Fatal1ty Asrock B350 ITX-AC Memory QVL list does not mean it won't work. It just mean ASRock has not tested that specific ram and therefore they will not guarantee you it will work. Just look closely at the specifications of the Team T-Force Night Hawk RGB ram you want to buy [the speed, voltage and timings] and see if there is ram on the list which closely match it. That should be good enough.
On the QML list of the Teamforce RAM, it has the MB I have on it, but it shows only support for 8gb 2666mhz. Does this mean that 16gb 3000 will not work or it will just not run at 3000? I also saw a build on PCPartPicker and someone had the same MB and RAM and no issues.

There's not enough information on the list you provided for me to know what it's saying.
If you look at the ASRock Fatal1ty Asrock B350 ITX-AC product page, in the "Memory" section of the "Specifications" tab, for Ryzen CPU's it support memory speeds up to 2667mhz, but it supports 3466+(OC)mhz.

Also in the "Memory QVL" section it says:
Note6: Each RAM whose frequency is 3000 will downgrade to 2933 with Fatal1ty AB350 Gaming-ITX/ac.
It probably all looks very confusing to you but, in essence what it is saying is that your Team T-Force Night Hawk RGB memory will run at 2933mhz.
You will be running it at 2933mhz (Overclocked). The motherboard does not support 3000mhz, but 2933mhz is very close. If you wanted to you could also try to overclock your ram to 3200mhz or even higher. Is that clear to you now?
