Why is my FPS so low!!!!

Why am I experiencing such low performance when gaming.

Specs:
CPU- INTEL i5-4460 @3.20ghz
GPU- AMD Radeon R9 270x 2gb
RAM- 8gb
MB-ASRock H97M pro4
Windows-10

Such as I’m CSGO on lowest settings when other players on on my screen the frame rate drops below 20. But when I play it on highest settings it will give me 20 but drop when players come into view. What is my issue?

just tried this, uninstalled all drivers and reinstalled them. Still no luck, the one thing I notice is that the FPS mainly drops and is unstable when NPCs or other players come into view. I have also done a 3Dmark test and my score was really really low compared to people with the same PC specs. The worst part of it was the Physics Test.
