The PC has to be under 700 or 800

prebuilt gaming pc's start at 1000$ otherwise your looking at buying a office pc then adding a gpu for cheap. but you cant dive into prebuilt gaming for 700$.
you be better off building your own budget pc.

Number Three I name so many PreBuilt gaming Pc's under 1k (Alienware Aurora,
MSI Trident and etc
Number 4 That person on pcpartpicker was right the only thing people on this website want is to make you spend over 1k

I would suggest AMD Ryzen for recording gameplay on a budget. I know CyberPowerPC (which I hate to recommend) has systems you can configure with Ryzen 5 1400 + GTX 1050 for under $800. But of course if you build your own you can get Ryzen 5 1600 + GTX 1050 Ti (or better) for under $800.

You already named 2. IbuyPower but that's basically the same thing but more expensive. You can check eBay for custom built (new or used) gaming PC. I see there are some with Ryzen 5 1600 + GTX 1050/RX 460 within your budget.

Bottom line is you will pay more for less if you want a prebuilt.
