My steam download speed is much slower than the download speed my provider says I get. When I ran the speed test on their website it said I get 15mbps but when I try and download games on steam or origin or whatever I never get speeds over 2mbps. Could this be a problem with hardware or otherwise?

It doesn't work that way. You'll never get a full 15Mb DL speed if that's what your ISP speed is. You'd have to have a 150Mb ISP to get that.
If you're getting 2Mb actual DL speed on a 15Mb ISP, that is pretty good. The most I ever got when my ISP was 15Mb was 1.5Mb, usually more like 1.4 tops.
