If you have a dedicated GPU inside your PC, the MoBo monitor ports are automatically disabled since PC is using the GPU's monitor ports. So, you not seeing any life from your VGA monitor when plugged into your MoBo is completely normal.

To get your VGA monitor running, you need to plug it into your GPU.

Since i don't know which GTX 980 Ti you have, i'll explain it by taking GTX 980 Ti FE as an example. GTX 980 Ti FE has one DVI-I port. If your 144 Hz monitor doesn't plug into there then you can use it to connect your VGA monitor to it. You just need VGA -> DVI-I adapter and you're golden.
