Boot issue/ Can't install Windows 10

Computer Specs:
Motherboard: ASUS P8Z77-V
CPU: Intel Core i7-3770K
GPU: GTX660 TI-DC2O-2GD5
RAM: kingston hyperx genesis 4gb (x2)

I am having a boot issue that I have spent hours troubleshooting to no avail. The computer is a gaming rig that my friend sent me. He told me I could have it if I re-installed Windows since he couldn’t get it to boot up anymore. During transport he removed all the components of the computer and I have since put them back together. Since it was my first time doing this, the issue could certainly lie here, however I have consulted the motherboard manual and I at least think I have everything in the right place. The computer turns on fine and I am able to enter the BIOS however, I cannot get the motherboard to install Windows 10 from either a bootable flash drive or DVD (both were tested on another system and work fine). According to the manual, the motherboard (ASUS P8Z77-V) does not support Windows 10 but I spoke with an Asus customer support agent and he told me that shouldn’t be an issue. I have reset the BIOS by reseating the CMOS battery. I have also removed the second memory stick and video card. A couple issues that could be the problem include:

•I often receive a “CPU fan error” during bootup because the CPU fan I have plugged in is often slow at start up but speeds up eventually and the error goes away. I have also changed the BIOS setting to ignore the CPU Fan and that has not worked.

•There is a BIOS update available for this motherboard. I was unsuccessful updating it and I’m still not sure why. It’s possible the file name has to be changed in order to be recognized but I have not been able to fix that at this time.

•I have not tried reseating the CPU.

My dad has some experience building computers and he is convinced the motherboard is ruined and needs to be replaced since we have tried just about everything to get it to boot from these drives. Any thoughts or help would be appreciated. What should my next step be?
 
How exactly Windows fails to install? Is machine failing to recognize USB/CD with OS? Or it starts install but fails to detect HDD (you didn't mention what storage you have on that machine)? Or it fails some other way? You need to be more specific.

Yeah so for example, when the DVD is in the optical drive and I chose the optical drive as the bootable device, the drive starts to spin and the screen changes to either black or the ASUS logo ( the logo screen also includes "Press F2 to or Del to enter the BIOS Settings")

The other storage devices are a 1 TB HHD and a 256 GB SSD. In the BIOS settings I have only enabled the optical drive as a bootable device. Hope that helps, any other information you need?

EDIT: Let me make this a bit clearer. The BIOS has not problem recognizing both the flash drive or the DVD. When either are in the computer they have always shown up as bootable devices. But when they are chosen or moved to the front of the order I am never greeted with the Windows installation.
 


What happens if you then see Asus logo screen? If machine is frozen in this state, forcing reset, or does it react to keyboard if you press Del?
Things to try:
- disconect HDD, leave only SSD (it is better to have only drive that will have Windows installed during installation)
- download bootable Linux distribution, and try to booting it (this is to see if problem lies in Windows, or in hardware); you may also try different version of Windows if you have one
- check your ram with memtest86 (assuming you can boot it from USB stick)
Considering the fact, that you tried to update BIOS and failed, it is possible that your problem may be caused by botched BIOS. Successful update could fix it therefore.

If I see the ASUS logo screen, it reacts exactly as you describe, meaning the machine is frozen in this state and it does not react to keyboard if you press Del or F2.

I can try unplugging the HDD and booting from a Linux distribution. I will return with those results ASAP.

UPDATE: I have now tried to boot from a live Ubuntu USB flash drive and I have tried booting with only the SSD connected to the mobo. Both failed earlier today and garnered the aforementioned result.
